Register online for a library eCard to access eBooks, eAudiobooks, and other digital resources without visiting a branch. If you already have a Scenic Regional Library or Washington Public Library card, you may use your existing card to access digital resources and do not need to apply for an eCard.

eCards are available to residents living within the Scenic Regional Library district and designated reciprocal borrowing areas. Applicants must be at least 18 years of age to qualify.

Once your registration is complete, your library card will be mailed to the address provided. Access to digital content will begin after you have received your card.

To upgrade an eCard for borrowing physical materials, please visit a branch and present a photo identification and proof of residence. Residents who do not live in Gasconade, Franklin, or Warren County, or in the Sullivan portion of Crawford County, are not eligible for Hoopla access.
